On December 23, 1998, the BOE published the Royal Decree 2822/1998, by which the General Vehicle Regulations were approved, the Fourth Transitory Provision of which established a period of around two years to re-register those mopeds that had circulated until then with the old municipal license plate granted by the municipalities.
This term was barely publicized -Neither by the consistories nor by the higher public administrations- among the citizens, and although it was subsequently prolonged successively for almost ten years, hundreds of old mopeds saw it expire and were thus dumped in the garages of their owners, unable to move . Its owners then only had the option of resorting to the historical registration procedure, the cost of which amounts to 600-800 euros and which, therefore, far exceeds the value of these endearing machines.
Thus, and by affecting the measure to mopeds with municipal registration prior to 2000, the Administration has damaged -probably involuntarily- the automotive industrial heritage. In addition, it has deprived of a vehicle for occasional use to all those people who are not fans of old vehicles but who like to ride a motorcycle from time to time, both reasons why we believe it is worth pitching in. Thanks to the internet and social networks, it is now possible to do so.
Citizen Initiative
Xavier is an amateur who has decided to raise his voice to defend national heritage and culture. It has been in place for months to obtain the social support necessary to enter into a negotiation with the Administration that will allow the decree and widely disseminate a new re-enrollment period.
Having thoroughly studied the problem, he advises that owners of old mopeds contact the regional administrations. It's simple: Those interested must fill out a small form in which they provide proof of ownership of the vehicle - always with the chassis number - and that it has circulated before the year 2000.
The objective is that, once the new term has been approved, they can go to the nearest ITV so that the technical sheet necessary for ordinary registration is issued. For their part, fans who do not own an undocumented moped but who want to show solidarity with the cause can do so by spreading this news among those close to them who may be interested: friends, neighbors, clubs, workshops, motorcycle shops ... Thanks to this, we will reach as many people as possible, who will send the completed forms to the regional delegates who will be in charge of negotiating the new registration period with their regional administrations.
