A week ago a meeting was held at the DGT to discuss the important issue of the modification of the Traffic Regulations. The Spanish Federation of Antique Vehicles -FEVA- attended as the legitimate representative of the fans and with the support of the largest club in the country, the Classic Motor Club del Bages. The latter briefly exposes the problems we are facing through the press release which we reproduce below:
Last Monday, July 7, Classic Motor Club of Bages accompanied the FEVA (Spanish Federation of Old Vehicles) to the meeting with the General Directorate of Traffic in Madrid, to express our concerns regarding the proposal of the Royal Decree for the Modification of the General Traffic Regulations that the DGT is currently preparing .
At this meeting, the various allegations that had been sent to the DGT headquarters by clubs, individuals and FEVA itself, and which were the subject of debate, were discussed.
The legal and technical team of the DGT, headed by the Head of the Regulatory Organization Unit, emphasized the fact of finding common ground so that our love for classic and old vehicles would be affected as little as possible. The meeting served to show the concern of the FEVA, the FERH and the Clàssic Motor Club del Bages, as a Club with more members of the state, so that the draft could be approved, as it is currently written.
On the table there are two themes that stand out above the others:
1º.- The DGT's proposal to change the age of classic vehicles from 25 to 35 by regulation affects many partners with vehicles in the manufacturing range between 1979 and 1989, which would be excluded. Taking into account our request, the DGT undertakes to study the possibility of passing it to 30 years, and gradually.
2º.- The suppression of the events called "regularity rallies" as they are developing at the moment. In this sense, the proposal to maintain this type of event will go through the fact of having a special regulation within section 2 of “Other events”, included in the General Traffic Regulations. The malpractice of some organizers has resulted in the fact that the DGT does not want to continue giving authorizations under the premises currently established.
On the part of FEVA and FERH, more attention was requested in these tests to control all those participants and organizers who DO NOT comply with the law and convert regularity rallies into open road car races. On the part of the DGT, they promised to continue working together to prepare the documents that will serve as the basis for drafting the regulations for each event.
From the Clàssic Motor Club del Bages we can say that we are grateful for the fact that the convening bodies have thought of us to be able to provide experience and, above all, advice on this modification of the regulations that, without a doubt, affects all the fans are members or not of our club.
[su_spoiler title = 'FEVA PRESS RELEASE (15/07)' show = 'false'] As we announced last week, we had a meeting with those responsible for legislation, administrative authorizations and mobility of the DGT, in the that the President and Vice President of FEVA were present and as guests we were accompanied by a representative from the Clàssic Motor Club del Bages and another from an entity not affiliated with FEVA.
We have agreed on the age of historical vehicles, which, unlike the draft they had submitted, will remain in 30 years (which is the age approved by FIVA in 2010 and applied in most European countries), with the possibility of passing from the 25 current to the 30 proposed gradually, for cars and motorcycles, and set the minimum age for transport, industrial and agricultural vehicles at 40 years.
We also had pending the issue of events of historical regularity, which as the draft was written, disappeared from the heading "Other events." After justifying the need to regulate said events under that specific heading, they agreed to keep them as they currently are, provided that various non-negotiable premises are scrupulously met, such as not exceed 50 km / h under any circumstances and respect the regulations of the Highway Code adapting the average speeds required to the circumstances of the road and / or the weather.
Greater control of events will also be required and for this a new regulation must be considered while encouraging the use of telematic means to control participants both in their location and the speed of the vehicles.
We are therefore waiting to see the new draft of the General Traffic Regulations, with which we hope to continue enjoying our vehicles in events of historical regularity. [/ su_spoiler]
